The Ethiopian ICT for education initiatives aim at ensuring ICT as an integral part of education and training at all levels. The plasma TV program in Ethiopia is one of the country's wider national eLearning initiatives and is delivered to government secondary schools across the country through a closed-circuit system using Very Small Aperture Terminal (VSAT) satellite dish. The program is organized around lessons and tasks presented by a plasma teacher, facilitated/supported by a classroom teacher, and performed by students. This study assesses the overall effectiveness of the practice of the plasma-channeled English language instruction and its developments.
