RENOMINATE GOVERNOR DIX Bench And Bae has long advocated as a wise general rule for public guidance, the selection of members of the bar for both executive and legislative office. We have thought that under a government of written constitutions and laws, the trained legal mind could most readily comprehend and best cope with the conditions and problems involved in the administration of government. In support of this view we have scarce needed to point out the distinguished lawyers and judges in New York and the other commonwealths of the country who have become celebrated as executives and legislators in state and nation. But there are exceptions, and sometimes exceptions are said to prove a rule. Nor did we ever claim that only lawyers are fit to be governors and law-makers. Had we, many might have challenged an assertion the complete refutation of which would not have to be further sought than in the administration of the government of this State by the Hon. John A. Dix during the past two years. Governor Dix should be renominated. His has been a sane and honest and law-abiding administration. His has been a conservative administration in the sense of adherence to the tested wisdom of the past, yet in full sympathy with the freest spirit of progress and development for the future. His has been an economical administration, but there has been saving without pettiness or parsimony. His has been a constructive administration, laying many foundations which must endure. But he has been as ready to utilize foundations already laid, where sound and adequate for new requirements. Above all, the Dix administration has been free...
