Cynical Lust Cosmetics Company tycoon Melvin Shultz uses his "three B's" (bribery, bullying and blackmail) to manipulate the American Presidential primary process and achieve the election of inept, woman-chasing ex-governor Robert "Buck" Porter to the White House. Unexpectedly asked by Porter to serve as CIA Director, Shultz works hard to improve the Agency.
