He is a man of broad and comprehensive views, with the advantage of superior education and intellectual attainments. He had a large experience as a medical officer during the war of the rebellion, having a service in both field and general hospital, and since the war an extensive hospital experience in addition to a large private practice. As a man Dr. Conner is fearless, and, with an integrity that is without blot or tarnish, will not hesitate to probe to the bottom any evils which may come to his attention. Dr. Conner is not only an honest man, but he has a fair and judicial mind. The innocent have nothing to fear at his hands, while those who are guilty will receive their just deserts in any report which he may endorse. The American people are to be congratulated in the selection of Dr. P. S. Conner as a member of the commission appointed to investigate the conduct of the war. The story, good or bad, will be told with perfect frankness. There will be no hiding or covering up by the commissioners. Friends will not be favored or foes punished, but justice, even-handed and exact, will be found in their report.
