To the honorable returuing-board for the State of Louisiana: Gentlemen: The undersigned, acting as counsel for A. O'Ronrke, candidate at the late election for seventh justice of the peace for the parish of Orleans, and for Alexander P. Keller, candidate for constable of said court, duly authorized, with respect show: 1. That in the various boxes at the polling-places in the sixteenth and seventeenth wards of the city of New Orleans, constituting the seventh district of said city, formerly known as the city of Carrolltou, there were a number of ballots cast bearing the names of John Gartskainp, candidate on the republican ticket for said justiceship, and Francis Hubert, candidate on the said ticket for constable of the same court. Now, the undersigned, in their capacity aforesaid, do except and object to the counting and consideration of said ballots in behalf of said Gartskainp or Hubert, on the grounds: 1. That by act No. 7, extra session 1870, page 30, the city of Jefferson was annexed to the city of New Orleans, and defined in section 3 the territorial limits of the sixth district of said city of New Orleans, comprising the limits of the former city of Jefferson, and designated as the twelfth, thirteenth, and fourteenth wards of the city of New Orleans. 2.
