The increase of five lacs under " Bombay" is owing to one of Her Majesty's foot regiments, which was ordered to return to England, having been detained in India. The increase of 39 lacs in the expected payments on account of railways is owing to the enhanced requirements of the railway companies in Madras and Bombay, and the East India Railway Company in Bengal, as ascertained from revised'estimates recently received. The closing cash balance on the 30th April I860, which is estimated at 1,171 lacs, is 29 lacs only below the amount (12,00,00,000), which it is thought desirable to retain in the treasuries at that time of the year; but, as was observed in my note on the anticipation sketch estimate, the retention of so large a balance is dependent on the full amount of Rs. 5,60,00,000, estimated to be paid in subscription to the 5 per Cent. Loan, and in the purchase of Treasury Bills, being received; and it is for Government to consider with reference to this fact, to the uncertainty of the opium revenue, and to the possibility of receipts and charges under other heads having been too favourably estimated, whether it is expedient at once to make a further call on the Home Government for assistance in the form of a bullion remittance, or whether such a measure may, with safety, be deferred. The point that requires especially to be looked to is the amount of cash balance likely to be in the treasuries at the end of October next; if the balance at that time amounts to from 90 to 950 lacs, it may be sufficient, with good management, to meet the immediate requirements of the Government; and, if the loan continues, subsequently to the 31st October, to draw freely, th...
