The election had four candidates and was to choose a successor to Antonio Mascarenhas Monteiro, who ran unopposed in the 1996 election. The first round of the election was run on 11 February; Pires had a lead of 927 votes over Veiga. Both Fonseca and Almada polled above 3% and neither Pires nor Veiga obtained the necesscary 50% to win the election outright; therefore, a run-off was scheduled between Pires and Veiga for 25 February. In that run-off, Pires won, but with an extremely narrow margin; he received just 12 more votes than Veiga.
