The trust serves a resident population of approximately 500,000 people and, in addition, a transient population in the Summer of about 750,000 people, covering an area of 1,370 square miles. In October 2003, the trust became the main provider of integrated health and social care services to adults of working age with mental health problems in Cornwall and the Isles of Scilly. Cornwall is the second most deprived county in England, and is recognised by the EU as an area in need of special support through its Objective One structural funding programme. The review assesses seven main areas: service user involvement, risk management, clinical audit, staffing and management, education and training, clinical effectiveness and use of information, as well as patient's experiences and the trust's strategic capacity to monitor and improve the quality of patient care.
