education system is unique in Europe in that it is almost
exclusively denominational. Among the principal provisions of the
new education Bill are: (1) the establishment of new regional
school boards; (2) the recognition of schools for the purpose of
funding from public funds; and (3) the establishment, composition
and functions of boards of management for schools. Legal issues
impinge on almost every aspect of education: from issues such as
tortious liability for injuries to teachers and students, the
employment of teachers, school discipline to the State's
responsibility for educating children with special needs.
Membership of the European Union has also resulted in many changes
arising from the principles of free movement, non-discrimination
