This report details the results of an investigation into the extent to which land supply and the operation of the planning system have affected house prices since 1970. The study is directed around four inter-relating elements: the planning system, the land market, new housing production and the housing market. Using four case study areas, in different regions, the conclusions are framed around the elements listed above.
