Galileo - eighteenth report of session 2003-04, report, together with formal minutes, oral and written evidence (Paperback)


Since 1999, the EU and the European Space Agency (ESA) have been working together to develop the Galileo programme, an independent European satellite navigation system. The project is currently in its development and validation phase, which has been funded by public agencies. It is intended that the deployment and commercial operation phases will be carried forward and funded in partnership with the private sector, and it is likely that a decision about the granting of the operating concession under the public-private partnership will be considered at the next meeting of the EU Transport, Telecommunications and Energy Council in December 2004. In light of this, the Committee's report examines a number of issues that need to be clarified before any decision is made, including the scope of the project, benefits and costs, the timing of the operational phases and its funding, and whether to proceed with a Public Regulated Service to manage civilian public sector uses.
