Excerpt: ...If the latin term is to have so extensive a meaning it might be well to substitute a Saxon one, somewhat more confined, and less equivocal in its application. Let it be remembered also that the highest authority has declared the maintenance, generally speaking, of two allegiances by the same person to be impossible. This most important declaration is receiving fresh confirmation every day. And the attempt to maintain or tolerate two allegiances is particularly dangerous, where the action of the one sovereign is prompt, while the power of the other can be made available only through the medium of machinery, complicated and uncertain in its movements. Two allegiances indeed may co-exist, that to God, and that to the sovereign ordained by Him to rule. These are not only compatible, but so related that the one is the main security for the other. Now the rival sovereign in this case is asserted to be God's vicegerent on earth, and as such to be invested with divine attributes. Such a claim if allowed would constitute an incontestible title. If he be so endowed as his subjects affirm, the case is clear. He has a right to supremacy, and other sovereigns ought to be only his police magistrates or lieutenants. But this is the very question at issue, and one which ought, as far as possible, to be permanently settled. Were he alone to be listened to, all doubt would be removed at once. The institution over which he presides-claims an infallibility extending to himself. Premising that the church is and must be, and that churchship and infallibility are terms of equal force, or that the church is infallible is an identical proposition, the reasoning on which his advocates rely proceeds in this strain.
