Men have still a pride in work, no matter how much mechanicalized industry has overlaid it with the tarnish of quantity production. But above all, they want to feel that they count in industry. They want to know that they are doing something useful, that they are filling a definite place, that there are men whose control they must obey and others to whom they may give direction. But they want also to have some share in control over measures affecting their own lives. Whilst this demand is sometimes expressed in absurd and impracticable terms, it is more often found under conditions that challenge inquiry into its reasonableness. If the submissive instinct is not to be over-developed, workers must be allowed the right to protest against what they deem defects in organization or injustices in treatment. They should receive the opportunity to assert themselves, not in any aggressive way, but in such a form as will assist the expression of their own personality. Industrial Representation This involves some type of industrial representation. Whether this be in the form of Whitley Councils as in Great Britain, or in some of the American forms of industrial democracy is unessential. Any one of these types is only the mechanism through which can be realized what is necessary to the creation of an industrial citizenship. Evidence from all over the AngloSaxon world confirms the judgment that this mode of industrial representation strengthens and ennobles the worker.
