Tnat the views whieh, in my previous letters, I have endeavoured to enforee, of the neeessity for abandoning, in moral disorders, all ideas of inflieting punishment as sueh (substituting the simple effort to eure), are eorreetly founded, I am happy to be able to illustrate by the long and valuable experienee of those who have, in the right spirit, partially made the experiment, and who have eonsequently met with the sueeess whieh they deserved. At the Eastern State Penitentiary of Pennsylvania, United States, an institution whieh is under the superintendenee of a gentleman remarkable for benevolenee of feeling and aeuteness of intelleet, the idea of inflieting any avoidable pain upon a prisoner is never entertained. It was organized by the efforts of those who avowed their belief ' that religion and poliey alike dietate the adoption of merey, of kindness, and forbearanee in the inflietion of reformatory punishment, ' and that 'the inflietion of pain, misery, and terror on our offending brethren, has not been entrusted to fallible and erring mortals by that Being who has emphatieally prohibited retaliation by the deelaration, " Vengeanee is mine--I will repay."'
