Excerpt: ...universally by members of the Convention that there should be a change of the present system, I cannot see any good reason for adopting the motion to reconsider. Mr. LUCE. I desire to inquire of the gentleman whether the Constitution of Ohio or of any other State, contains a provision for such a board of equalization as is here proposed? Mr. HUSTON. I have not examined the constitutions of the different States with the view of ascertaining how that fact may be. I have not said that this system is provided for by the Constitution of the State of Ohio. I say that such is the system established there, whether by the Constitution or Legislature it does not matter, so far as the present point is concerned. I say that it is no more legislation for us to declare in the Constitution that the State board shall consist of a certain number of members, selected in a certain way, than it is to declare that the Courts shall consist of a certain. number of judges selected in a particular manner. Hence, I think there is no force in the objection that we are proposing to legislate in the Constitution. ' I merely referred to the State of Ohio as having this system. Substantially the same system prevailsvin the State of Indiana. Men selected for this particular duty constitute a board for each congressional district; and then each district board selects one of its members to serve upon the State boapd. Mr. COOLIDGE. Mr. President, I voted for the substitute because a large number of gentlemen here urged the necessity of some such measure, and because I understood from their remarks (althon'gh-it was not said in so many words) that the Legislature had been importuned to reform the existing system and had paid no attention to such importuning.
