There are on the London establishment alone nearly 450 clerks, besides 670 other officers holding highly responsible situations, whose salaries range from ISO/, to 4007., 5007., and 6007. per annum; and above 1000 subordinate appointments, consisting of tidewaiters, weighers, lockers, messengers, watermen, and watchmen. At the outports there are 120 collectors, at salaries ranging from 2007. to 12007. per annum, and the same number of comptrollers at from ISO7, to 600/. per annum, with clerks, landing-waiters, and landing surveyors. There are also nearly 300 Customs officers employed in the colonies. The patronage of all these appointments is vested in the Lords of the Treasury or in the Commissioners of Customs, but has been partly delegated to the latter, the Government having so far relinquished the right of appointment that no impediment may stand in the way of the promotion of meritorious servants of the establishment. The Lords of the Admiralty have the appointments to the Coast Guard. Petitions, complaints, or inquiries connected with the Customs revenues, relating to any of the foregoing matters, may be properly addressed to the Commissioners of Customs, or to the Secretary, to be submitted to the Board, but appeal may in all cases be made to the Lords of the Treasury. The numerous Acts relating to Customs and Trade were consolidated and amended in 1825 by 13 statutes of 6 Geo. IV. c. 104 to,116 inclusive. Of these Acts c. 106 relates to the management, and c. 107 to the regulation, of the Customs; c. 109, usually termed " The Navigation Act" to the encouragement of British shipping and navigation; but amendments of these Acts were passed in each of the 4 following sessions.
