KINGS COUNTY PENITENTIARY. To the State Commission of Prisons: At
the last meeting, a resolution having been adopted, authorizing
Commissioners Boyd and Mantayne and Secretary Sherman to
investigate the truth or falsity of the recent newspaper reports,
that several prisoners confined in the Kings County Penitentiary
had become insane by reason of their enforced idleness, and report
in full to the Commission at its next meeting, and requesting any
or all of the Commissioners who could do so, to accompany the
Committee, and Commissioners Boyd and Remington and Secretary
Sherman having visited and inspected said penitentiary, and having
examined into the matters committed to them for investigation, the
said Committee would report: That it visited said penitentiary on
the igth day of August, having given due notice to Warden Hayes,
and having also requested the Commissioners of Charities and
Correction of Kings county to meet with it at that time and place,
Commissioner J. H. Burtis, of the Commissioners of Charities and
Correction, responded to the invitation and met with the Committee.
A discussion, relating to the causes of insanity and the dangers
resulting from idleness, was had between Commissioner Burtis,
Warden Hayes and the Committee. While all present agreed that long
continued idleness would cause insanity, neither Commissioner
Burtis nor Warden Hayes claimed that the cases of insanity
occurring during the present year were the results of enforced
