Dargan, of Darlington, was born in Darlington County, South Carolina, in 1841; educated at the academies of his native county, and at the State Military Academy; was admitted to the bar in 1872; was elected as a Democrat to the State Legislature without opposition in 1877; was elected Solicitor of the Fourth Judicial Circuit of South Carolina without opposition in 1880; was elected to the Forty-eighth Congress, and was re-elected to the Forty-ninth Congress as a Democrat, receiving 10,465 votes against 3,289 votes for Deas, Republican, and 386 votes scattering.
