both developed and developing countries (three per cent of the
world's population) consume illicit drugs. Countless more people
are involved in the production and trafficking of illicit drugs,
and still more are touched by the devastating social and economic
costs of this trade. In conjunction with the International Day
against Drug Abuse, the UN Office on Drugs and Crime (UNODC) has
produced this two-volume report on the international illicit drug
