The first item you have in the bill is on page 43--"Engineer depots, eleven thousand five hundred dollars." You have used all of it each year? Colonel Abbot. Yes, sir. Mr. Fletcher. You could have used more had you had it? Colonel Abbot. It is enough as it goes. It is just about what we need. The Chairman. "Purchase and repair of instruments, five thousand dollars." You have enough for repair and for purchase of new instruments? Colonel Abbot. Yes, sir. The Chairman. "Engineer school, District of Columbia." Colonel Abbot. That is the same appropriation we had the last time and have had every year. The Chairman. How much did you use? Colonel Abbot. The whole of it. Mr. Parker. What is the character of that school? Colonel Abbott. It is for enlisted men and officers. The Chairman. "For completion of two incomplete sets of officers' quarters, fifteen thousand dollars." How much has already been expended, if you know? Colonel Abbot. Do you mean on this particular building, or the total amount? The Chairman. Each one is for two officers? Colonel Abbot. They are to be used by four noncommissioned officers. About $15,000 has been spent in completing the foundations. The Chairman. Does it cost $15,000 to build two combination houses for noncommissioned officers? Colonel Abbot. Yes, sir. The foundations of these buildings were found to be extremely.soft. That is where the shortage in the estimate occurred. It was found that a foundation of concrete piles was needed, and the money on hand has only beqn sufficient to get in the foundations; we have not had enough to build them as we thought we would in the first place.
