Excerpt: ...or control, directly, indirectly, or through another corporation which such carrier controls through ownership of stock or otherwise, any interest in the capital stock of another common carrier by railroad competing in such commerce with the first carrier in such measure; that the combination of such carriers into one or under a common control would constitute an unlawful restraint or monopoly of such commerce in violation of the act of July second, eighteen hundred and ninety, entitled "An act to protect trade and commerce against unlawful restraint and monopolies." Third. The several district courts of the United States are hereby given jurisdiction to prevent and restrain violations of this act, and it shall be the duty of the several district attorneys of the United States in their respective districts, under the direction of the Attorney General, to institute proceedings in equity to prevent and restrain such violations; such proceedings may be by way of petition setting forth the facts constituting the violation of this act and praying that such violation be enjoined or otherwise prohibited; and the court may make such orders and decrees as may be proper and necessary to enforce the provisions of this act. Fourth. Whenever it shall appear to the court before which any proceedings under section three of this act may be pending, that the ends of justice require that other parties should be brought before the court, the court may cause them to be summoned, whether they reside in the district in which the court is held or not, and subpoenas to that end may be served in any district by the marshal thereof.
