(b) A statement must be made in the schedule in the Rules and Regulat-ions section setting forth in a concise manner whether or not the rates (in part or entirely) are governed by franchise. If the rates are only partly governed by franchise, then the statement must state exactly the class or part so governed. 25. (a) Every schedule, revised sheet, additional sheet, supplement, contract, contract form, etc., shall be filed with the Commission by the proper oflicials of the Electrical person, firm or corporation. Schedules, supplement, etc., sent for filing must be addressed to the Michigan Public Utilities Commission, Lansing, Michigan. 26. If publication is not according to these regulations, it may be considered by the Cominission suflicient cause for rejection of schedules, supplement, etc., when tendered for filing. 27. The following form of a letter of transmittal is prescribed for use by persons, firms or corporations, on paper of size eight (8) inches by eleven (11) inches, and this form is to be used when filing schedules, etc., as mentioned in Rule 7: (Name and address of person, firm or corporation) Date............ 19......
