I The House was called to order at 10 o-clock A. M., the speaker in the chair. The roll was called, all the members present except Messrs. Blackfan, Browne of Pierce, Clark, Day, Dean, Edens, Gandy, Gilchrist, Hamilton, Herren, Kandle, Kennedy, McReavy, Meade, Painter, Pickrell, Power, Randall, Rotch, Rutter, Spencer, Stevenson, and Straight. Messrs. Blackfan, Day. Eddy, Edens, Kennedy, Meade, Painter, Power, Randall, Rotch, Rutter, Spencer and Straight were absent on leave. Prayer was offered by Rev. Mr. Buck. The journal of yesterday was read, and approved as read. Messrs. Grant, Grubb, Nims and Judson of Pierce were appointed a conference committee on the part of the House on Senate bill No. 71. The speaker signed Senate bills Nos. 49, 80 and 86 in the presence of the House. Mr. Brown, of Spokane, presented a remonstrance against the creation of the proposed new county of Steptoe, from six citizens of Spokane and Whitman county. Mr. Ostrander presented a remonstrance against the creation of of Steptoe county, from citizens of Whitman countv. Mr. Blair presented a petition, asking for the establishment of a soldiers-home. Mr. Tucker presented the following resolution and moved its adoption: Be it resolved by the House of the Legislature of Washington, That from and after this 18th day of February, no leave of absence shall be granted to any member of the House, from its daily sessions, except sickness of himself or in his family, or an equally good canse stated in writing, and voted on by the House as motions. The sergeant-at-arms is instructed lo notify, by telegraph, all members absent from the city on indefinite leave...
