Des investissements judicieux dans le developpement des competences, en accord avec les objectifs politiques de croissance de la productivite, d'inclusion et d'adaptabilite, peuvent aider a accelerer la transformation economique de la region subsaharienne au XXIe siecle.L'augmentation de la population en age de travailler en Afrique subsaharienne constitue une reelle chance d'accroitre la prosperite collective. Les pays de la region ont investi massivement dans le developpement des competences ; les depenses publiques consacrees a l'education ont ete multipliees par sept au cours des 30 dernieres annees, et le nombre d'enfants scolarises est aujourd'hui plus eleve que jamais. Pourtant, les systemes d'education de cette population n'ont pas donne les resultats escomptes, et ces insuffisances entravent considerablement les perspectives economiques. This comprehensive book presents an original reconstruction of the different interpretations of the Phillips curve. The authors demonstrate through an in-depth analysis how it is possible to find non-neoclassical foundations in the trade-off between inflation and unemployment. The debate is presented from a historical perspective which charts the evolution of the Phillips curve from a non-neoclassical perspective, taking account of post Keynesian literature. In the first part of the book the authors focus on the origins of the Phillips curve and they critically analyse Richard Lipsey's interpretation and approach to the Phillips curve. They then explore the neoclassical and monetarist interpretation, paying special attention to the evolution of monetarism and the Keynesian critique of this approach. The Kaleckian, Keynesian and Marxist interpretations of the Phillips trade-off are then presented. Here the authors show how the relationship between inflation, unemployment and money described in these approaches accurately reflects the fundamental features of today's capitalist economies. In the final section a new Phillips curve is constructed, taking into account the non-accelerating inflation rate of unemployment and the hysteresis of it. Young adults in the United States have experienced higher rates of unemployment and lower rates of labour force participation than the general population for at least two decades. The Great Recession exacerbated this phenomenon. Despite a substantial labor market recovery from 2009 through 2014, vulnerable populations -- including the nation's young adults -- continue to experience higher rates of unemployment. Meanwhile, changes in labour market conditions, including globalisation and automation, have reduced the availability of well-paid, secure jobs for less-educated persons, particularly those jobs that provide opportunity for advancement. Furthermore, data suggest that young workers entering the labour market are affected by a long-running increase in the use of "contingent" work arrangements, characterised by contracted, part-time, temporary, and seasonal work.
