How To Steal A City - The Battle For Nelson Mandela Bay (Paperback): Crispian Olver How To Steal A City - The Battle For Nelson Mandela Bay (Paperback)
Crispian Olver 8
R275 R217 Discovery Miles 2 170 Save R58 (21%) Ships in 5 - 10 working days

How to Steal a City is an insider account of this intervention, which lays bare how the administration was entirely captured and bled dry by a criminal syndicate, how factional politics within the ruling party abetted that corruption, and how a comprehensive clean-up was eventually conducted.

It is written as a gripping real-life thriller, taking the reader deeper and deeper into the rotten heart of the city. As a former senior government official and local government “fixer”, Crispian Olver was no stranger to dealing with dodgy politicians and broken organisations. Yet what he found was graft that went far beyond the dodgy contracts, blatant conflicts of interest and garden-variety kickbacks he had seen before. It had evolved into a web far more sophisticated and deep rooted than he had ever imagined, involving mazes of shell companies, assassinations, criminal syndicates, and compromised local politicians. The metro was effectively controlled by a criminal network, closely allied to a dominant local ANC faction. What he found was complete state capture—a microcosm of what has been happening in South Africa’s national government.

But there was a personal price to pay. Intense political pressure and threats to his personal safety took a toll on his mental and physical health. He had to have a full-time bodyguard, and never maintained a regular routine. He eventually lost much of his political cover. Olver ultimately had to flee the city as the forces stacked against him started to wreak their revenge.

This is his story.

In August 2016, well-known South African businessman Herman Mashaba became mayor of Johannesburg, heading a razor-thin DA-led coalition in the city. Three years later, in October 2019, he resigned from the party and from his position as mayor. At the time, Mashaba’s approval rating stood at almost 70 per cent and there were calls in overwhelming numbers for him to stay. In this explosive tell-all, his chief of staff, Michael Beaumont, reveals the real story behind these events.

The Accidental Mayor considers the achievements, challenges and controversies of Mashaba’s time in office, and describes what went on behind the scenes in the city and in the multiparty coalition. What was discovered about the previous government’s looting of Johannesburg? How did the ANC take to being in opposition? How challenging was it to work with the EFF? Which party proved the most difficult coalition partner? All these questions and more are explored in detail.

At a time when the DA’s popularity is in decline, The Accidental Mayor highlights the infighting and factionalism within the party and questions whether South Africa’s official opposition has reached the end of the road. Can Herman Mashaba, arguably one of South Africa’s most popular former mayors, offer an alternative for the future?

The term "intergovernmental relations" refers to the way in which the different spheres of a government hierarchy relate to each other. This concept is of vital importance where there is a division of power at both administrative and legal levels among different spheres of government. Intergovernmental relations in South Africa examines the South African government's quest to enhance effective and efficient service delivery to the people. Case studies are included in all chapters to provide a hands-on approach to relate theory to practice. This book discusses four distinct approaches to the subject: the constitutional/legal approach, the democratic approach, the financial approach and the normative/operational approach. It culminates in a delineation of practical steps for the promotion of well-grounded intergovernmental relations, sustainable capacity building and trustworthy political accountability. The book also focuses on intergovernmental relations network and cooperative governance in South Africa as well as governmental relations in the BRICS countries. Intergovernmental relations in South Africa is suitable not only for academics but also for practitioners in the fields of public administration and management, political sciences, social sciences, law and other related disciplines.

Shortest Way Home - One mayor's challenge and a model for America's future (Paperback): Pete Buttigieg Shortest Way Home - One mayor's challenge and a model for America's future (Paperback)

'The best American political biography since Obama's Dreams from My Father' Guardian NEW YORK TIMES BESTSELLER A mayor's inspirational story of a Midwest city that has become nothing less than a blueprint for the future of American renewal. Once described by the Washington Post as "the most interesting mayor you've never heard of," Pete Buttigieg, the thirty-seven-year-old mayor of South Bend, Indiana, has now emerged as one of America's most visionary politicians. With soaring prose that celebrates a resurgent American Midwest, Shortest Way Home narrates the heroic transformation of a "dying city" (Newsweek) into nothing less than a shining model of urban reinvention. Elected at twenty-nine as the nation's youngest mayor, Pete Buttigieg immediately recognized that "great cities, and even great nations, are built through attention to the everyday." As Shortest Way Home recalls, the challenges were daunting?whether confronting gun violence, renaming a street in honor of Martin Luther King Jr., or attracting tech companies to a city that had appealed more to junk bond scavengers than serious investors. None of this is underscored more than Buttigieg's audacious campaign to reclaim 1,000 houses, many of them abandoned, in 1,000 days and then, even as a sitting mayor, deploying to serve in Afghanistan as a Navy officer. Yet the most personal challenge still awaited Buttigieg, who came out in a South Bend Tribune editorial, just before being reelected with 78 percent of the vote, and then finding Chasten Glezman, a middle-school teacher, who would become his partner for life. While Washington reels with scandal, Shortest Way Home, with its graceful, often humorous, language, challenges our perception of the typical American politician. In chronicling two once-unthinkable stories?that of an Afghanistan veteran who came out and found love and acceptance, all while in office, and that of a revitalized Rust Belt city no longer regarded as "flyover country" Buttigieg provides a new vision for America's shortest way home.

In recent years, municipalities have had to adjust to dramatic changes in their role in a new democratised system of national, provincial and local government. They have had to accept increased responsibilities in terms of service rendering and some have found it difficult to cope with the growing demands of their communities. South African municipal government and administration clarifies the powers and functions of the local sphere of government, what services communities are entitled to, and how councillors and officials could be made accountable for non-delivery of these services, under-performance or lack of pride in the quality of work done. This second edition of South African municipal government and administration incorporates the most recent developments in this sphere of government. It describes the obligations of councils, councillors and appointed officials with regard to policy implementation, and their accountability for the delivery of high-quality services to civic society. It includes various practical examples as well as rulings of the Constitutional Court, policy statements and reports. Contents include the following: Origins and characteristics of urban areas; Functions and powers of municipal councils; Coordinating structures, composition and objectives of municipal councils; Municipal planning; Municipal Finance Management Act (MFMA); Human resource administration and management; Municipal associations and related institutions; Public relations: functions and objectives. The book is aimed at undergraduate and postgraduate students studying municipal government and administration, as well as aspiring and serving municipal councillors.

An intimate, fresh perspective on the most powerful woman in American political history, House Speaker Nancy Pelosi, by award-winning political journalist Molly Ball She's the iconic leader who puts Donald Trump in his place, the woman with the toughness to take on a lawless president and defend American democracy. Ever since the Democrats took back the House in the 2018 midterm elections, Nancy Pelosi has led the opposition with strategic mastery and inimitable elan. It's a remarkable comeback for the veteran politician who for years was demonized by the right and taken for granted by many in her own party--even though, as speaker under President Barack Obama, she deserves much of the credit for epochal liberal accomplishments from universal access to health care to saving the US economy from collapse, from reforming Wall Street to allowing gay people to serve openly in the military. How did an Italian grandmother in four-inch heels become the greatest legislator since LBJ? Ball's nuanced, page-turning portrait takes readers inside the life and times of this historic and underappreciated figure. Based on exclusive interviews with the Speaker and deep background reporting, Ball shows Pelosi through a thoroughly modern lens to explain how this extraordinary woman has met her moment.

Municipal government institutions are much closer to the people of the nation than the central and provincial legislatures and governments can ever hope to be. It is therefore essential that all citizens be fully informed about municipal governmental processes and administration. The constitutional revolution in South Africa after 1990 brought about fundamental transformation of local government. Training and educating municipal councillors and officials to meet the needs of the new dispensation were demanding tasks. These persons require well-informed citizens to succeed in their functions. This title is suitable for the development of informed citizens as well as efficient councillors and officials, and is also suitable for university and technikon students.

"The war is still raging. And [Gene Nichol]'s still fighting." -John Grisham North Carolina has, since 2013, undergone a greater political sea change than any other state. For the first time, seven years ago, state government became completely captured by a radicalized and aggressive Republican leadership determined to produce the most ultra-conservative political regime in the nation. In a remarkably brief time span, Republican lawmakers have moved successfully toward that goal. The New York Times refers to the project as "North Carolina's pioneering work in bigotry." Other states have begun to follow what they expressly deemed the "North Carolina playbook." Indecent Assembly lays out in detail, and with no small dose of passion, the agenda, purposes, impacts, and transgressions of the Republican North Carolina General Assembly since it came to dominate life in the Tar Heel State. Nichol outlines, without holding punches, the stoutest war waged against people of color and low-income citizens seen in America for a half-century. All-white Republican caucuses, dominating both houses of the General Assembly, have behaved essentially like a White People's Party, without the nomenclature. Bold steps have also been taken to diminish the equal dignity of women and an internationally famed crusade against LGBTQ+ Tar Heels has capped off what has become a state-based battle against the Fourteenth Amendment. But the Republican General Assembly has not stopped with substantive legal changes. It has attacked the fundaments of American constitutional government. In 2019, the state of North Carolina, in short, is involved in a brutal battle for its own decency. If the contest is lost here, other states will likely abandon defining cornerstones of American liberty and equality as well. North Carolina today is not presented with the mere give and take of normal politics. It struggles over its meaning as a commonwealth and its future as a democracy. The book is introduced with a foreword by Rev. William Barber, leader of the Moral Monday Movement in North Carolina and the Poor People's Campaign nationally, and Timothy Tyson, Duke University civil rights historian, activist, and author of The Blood of Emmett Till and Blood Done Sign My Name.

Several thousand new civil society organisations were legally established in Tunisia following the 2010-11 uprising that forced the long-serving dictator, Zine al-Abidine Ben Ali, from office. These organisations had different visions for a new Tunisia, and divisive issues such as the status of women, homosexuality, and human rights became highly contested. For some actors, the transition from authoritarian rule allowed them to have a strong voice that was previously muted under the former regimes. For others, the conflicts that emerged between the different groups brought new repressions and exclusions - this time not from the regime, but from 'civil society'. Vulnerable populations and the organisations working with them soon found themselves operating on uncertain terrain, where providing support to marginalised and routinely criminalised communities brought unexpected challenges. Here, Edwige Fortier explores this remarkable period of transformation and the effects of opening up public space in this way.

Robert I. Frost
R858 Discovery Miles 8 580 Ships in 10 - 15 working days

The history of eastern European is dominated by the story of the rise of the Russian empire, yet Russia only emerged as a major power after 1700. For 300 years the greatest power in Eastern Europe was the union between the kingdom of Poland and the grand duchy of Lithuania, one of the longest-lasting political unions in European history. Yet because it ended in the late-eighteenth century in what are misleadingly termed the Partitions of Poland, it barely features in standard accounts of European history. The Making of the Polish-Lithuanian Union 1385-1569 tells the story of the formation of a consensual, decentralised, multinational, and religiously plural state built from below as much as above, that was founded by peaceful negotiation, not war and conquest. From its inception in 1385-6, a vision of political union was developed that proved attractive to Poles, Lithuanians, Ruthenians, and Germans, a union which was extended to include Prussia in the 1450s and Livonia in the 1560s. Despite the often bitter disagreements over the nature of the union, these were nevertheless overcome by a republican vision of a union of peoples in one political community of citizens under an elected monarch. Robert Frost challenges interpretations of the union informed by the idea that the emergence of the sovereign nation state represents the essence of political modernity, and presents the Polish-Lithuanian union as a case study of a composite state. The modern history of Poland, Lithuania, Ukraine, and Belarus cannot be understood without an understanding of the legacy of the Polish-Lithuanian union. This volume is the first detailed study of the making of that union ever published in English.

This volume, the seventh in the Kent History Project, complements those already published on The Economy of Kent and Religion and Society in Kent between 1640 and 1914. The volume begins with an important new assessment of the impact of the Civil Wars and Interregnum in Kent, which challenges some of the interpretations of previous studies of this period of Kent's history. The major thrust of the volume is however the transformation of Kent's government from a system controlled by a small number of landed families into one in which, on the eve of the First World War, a much broader range of people from the commercial, industrial and professional classes was involved. There are also detailed studies of political radicalism in Kent between the late eighteenth and early twentieth centuries and of the impact of crime and the maintenance of public order. The text is supported by appropriate maps, tables and contemporary illustrations. When do local communities benefit from natural resource extraction? In some regions of natural resource extraction, firms provide goods and services to local communities, but in others, protest may occur, leading to government regulatory or repressive intervention. Mines, Communities, and States explores these outcomes in Africa, where natural resource extraction is a particularly important source of revenue for states with otherwise limited capacity. Blending a mixture of methodological approaches, including formal modelling, structured case comparison, and quantitative geo-spatial empirical analysis, it argues that local populations are important actors in extractive regions because they have the potential to impose political and economic costs on the state as well as the extractive firm. Jessica Steinberg argues that governments, in turn, must assess the economic benefits of extraction and the value of political support in the region, and make a calculation about how to manage trade-offs that might arise between these alternatives.

A major and controversial new biography of one of the most compelling and contradictory figures in modern British life. Born Alexander Boris de Pfeffel Johnson, to most of us he is just ' Boris' - the only politician of the age to be regarded in such familiar, even affectionate terms. Uniquely, he combines comedy with erudition, gimlet-eyed focus with jokey self-deprecation, and is a loving family man with a roving eye. He is also a hugely ambitious figure with seemingly no huge ambitions to pursue - other than, perhaps, power itself. In this revealing biography, written from the vantage point of a once close colleague, Sonia Purnell examines how a shy, young boy from a broken home became our only box-office politician - and most unlikely sex god; how the Etonian product fond of Latin tags became a Man of the People - and why he wanted to be; how the gaffe-prone buffoon charmed Londonders to win the largest personal mandate Britain has ever seen; and how the Johnson family built our biggest - and blondest - media and political dynasty. The first forensic account of a remarkable rise to fame and power, Just Boris unravels this most compelling of political enigmas and asks whether the Mayor who dreams of crossing the Thames to Downing Street has what it takes to be Prime Minister.

Majoritarian State traces the ascendance of Hindu nationalism in contemporary India. Led by Prime Minister Narendra Modi, the BJP administration has established an ethno-religious and populist style of rule since 2014. Its agenda is also pursued beyond the formal branches of government, as the new dispensation portrays conventional social hierarchies as intrinsic to Indian culture while condoning communal and caste- and gender-based violence. The contributors explore how Hindutva ideology has permeated the state apparatus and formal institutions, and how Hindutva activists exert control over civil society via vigilante groups, cultural policing and violence. Groups and regions portrayed as 'enemies' of the Indian state are the losers in a new order promoting the interests of the urban middle class and business elites. As this majoritarian ideology pervades the media and public discourse, it also affects the judiciary, universities and cultural institutions, increasingly captured by Hindu nationalists. Dissent and difference silenced and debate increasingly sidelined as the press is muzzled or intimidated in the courts. Internationally, the BJP government has emphasised hard power and a fast- expanding security state. This collection of essays offers rich empirical analysis and documentation to investigate the causes and consequences of the illiberal turn taken by the world's largest democracy.
