The main purpose of these regulations is to strengthen the requirements of Part L relating to the conservation of fuel and power.;The new requirements are aimed at reducing CO2 emissions from buildings by involving cost-effective measures without introducing "unacceptable" technical risks, while at the same time maintaining some flexibility for designers. It has been estimated by BRE that the energy performance of space and water heating in houses will be improved by between 25 and 35%. Not everyone agrees, and the inclusion of fuel costs in calculations has caused quite a rumpus.;Alterations to Part F are designed to improve and simplify provisions for ventilation in dwellings with a wide range of options on how this may be acheived. Non-domestic buildings are for the first time affected by additions to Part F. In Part A the requirements relating to disproportionate collapse have been simplified.;There is also a new regulation, 13A, which has been introduced to allow local authorities to certify building work which should have been subject to control but was previously unauthorized.;There are notes in a new chapter 23 referring to an approved document prepared by the Timber Development Association; a collection of appeal and determination decisions based on the 1991 Regulations and many additions to the various lists of "relevant reading" throughout the book.
