This was the historical project to which a number of people from a certain intellectual background were drawn. This would be our contribution to the struggle: what we did to end apartheid. It was a struggle for democracy, but democracy did not just mean everyone getting to vote every so often in national elections. People also had to eat.

The most obvious way in which the working class was then fragmented was in terms of race. The Union put its commitment to solidarity into practice by uniting workers of different races in factories manufacturing food. To do so it had to overcome divisions among workers created by the ways in which government had structured employment, in terms of the law, which the bosses were able to exploit. Nowadays ‘bosses’ seems like a dated term, yet this is the term workers used to refer to the people for whom they actually worked. It is also no less important today than it was then to differentiate between those who control the factories and mines and those who operate at their behest.

Over the past two decades, trade union activity in Batam has been heavily influenced by regional demographics, employment conditions and the prevalent political scenario. Following the end of the New Order in 1998, the single state-authorized union was fragmented, giving rise to a number of new enterprise unions. Batam's young and diverse immigrant population, with no pre-existing loyalties to particular trade unions, made it a hotspot for industrial relations activities. Low and stagnant workers' wages throughout Indonesia and outbreak of social unrest resulted in the formation of three strong national-level unions: FSPMI, KSPSI and the KSBSI. By the mid-2000s, these unions were also active in Batam. Unsettled ethnic relations resulted in escalation of labour mobilizations from 2011 to 2013. The Garda Metal (union member formation) spearheaded a number of intense demonstrations throughout Indonesia, including Batam, during this time. The 2012 mobilization was particularly effective, and the union bodies were able to successfully negotiate for significantly higher minimum wages for all workers in Indonesia. After intervention by the Widodo government, and the signing of a harmony declaration, there has been a change in the unions' approach in demanding wages and conditions improvement. Instead of addressing employment concerns through national-level campaigns, matters are now to be resolved at the enterprise level. While there are no visible signs of a confrontational mobilization in the near future, a number of worker welfare issues remain unsettled.

Mark S. Anner spent ten years working with labor unions in Latin America and returned to conduct eighteen months of field research: he found himself in the middle of violent raids, was detained and interrogated in a Salvadoran basement prison cell, and survived a bombing in a union cafeteria. This experience as a participant observer informs and enlivens Solidarity Transformed, an illustrative, nuanced, and insightful account of how labor unions in Latin America are developing new strategies to defend the interests of the workers they represent in dynamic global and local contexts. Anner combines in-depth case studies of the auto and apparel industries in El Salvador, Honduras, Brazil, and Argentina with survey analysis. Altogether, he documents approximately seventy labor campaigns both successful and failed over a period of twenty years.

Anner finds that four labor strategies have dominated labor campaigns in recent years: transnational activist campaigns; transnational labor networks; radical flank mechanisms; and microcorporatist worker-employer pacts. The choice of which strategy to pursue is shaped by the structure of global supply chains, access to the domestic political process, and labor identities. Anner's multifaceted approach is both rich in anecdote and supported by quantitative research. The result is a book in which labor activists find new and creative ways to support their members and protect their organizations in the midst of political change, global restructuring, and economic crises."
