Reuben Ortozo is four feet two inches tall, but he doesn't let that stop him. The appellate courtroom that he resides in sells decisions as if they had been placed on E-Bay. The California Supreme Court gets enough of his court's decisions, and the corruption becomes obvious.

The judges don't want to turn them in because it would reflect badly on them since they had upheld some of those decisions. The chief justice connives to force an honest judge off the court after in plants the idea of nominating Reuben Ortotzo to the state's highest court where he can be watched.

After being seated on the court it becomes apparent that Reuben is still doing business with his former colleagues. And he is becoming a sore to the other members of the court.

The chief justice attempts to persuade Reuben to change his ways, but he finds himself over a barrel when Reuben reminds him that the court protects their own, that's why he's there.

With no alternative the court issues a finding of guilty with special circumstances. The hit man that they hire coincidentally has a day job as a judge in New York. When he fails and gets caught, the six jurists find that their fate may well be in the hands of "The Littlest God."
