'NoTE.--Describe the kind of Soup, whether Meat or Vegetables, and quantity of Meat per Quart. 4 ounces of Meat, Peas, and Vegetables. f Allowed after 3 Calendar Months. No. 25.--Scale of Crank Labour.--The ordinary Velocity of the Cranks per Minute, 20 times.--It is only used occasionally for pumping water. I. Home District. County and Borough Gaols. Essex. Colchester Borough Gaol. COLCHESTER--Borough Gaol. There has been no change in the construction and regulation of this prison. The defects pointed out in our previous Reports continue to exist. On this inspection we found a prisoner in solitary confinement, by sentence of Court; but he was not visited daily by the chaplain or surgeon of the prison. The prisoners are not permitted to take exercise in the open air, although the debtors' yard is generally unoccupied, there not having been more than one debtor in confinement during the last year, and his imprisonment not extending beyond a few days. We recommend that the criminal prisoners be allowed to take exercise in this yard daily, viz., an hour in the morning and an hour in the afternoon, under the constant inspection of an officer, to prevent escape and maintain order. We found five boys in confinemnent who had been fully committed for trial at the next Borough Sessions for stealing apples. Two were 12, one 14, one 15, and the other 16 years of age.
