The site for said building was acquired by the United States October 1, 1882. An examination of the records of this Department shows the fact that assessments were made against said Government property by the municipal authorities of Council Bluffs on account of the sewer and paving improvements on the streets adjacent to the building, and that the same were considered and disallowed.
