Excerpt: Alfonso Gmez Mndez (born August 19, 1949) is an Colombian lawyer and politician. He is a presidential precandidate of the Liberal Party of Colombia. Gmez Mndez was born in a poor family but he could attend the primary and high school in Chaparral due to a scholarship because his academic capabilities; on the same way he attended the Universidad Externado and he graduated as a lawyer in 1973. He has studied two specializations in Penal Law (Bonn University) and in Constitutional Law (Paris University). During his professional career Gmez Mndez worked as penal judge, junior legal advisor of the Presidente of the Republic, professor and acting Supreme Court Justice in 1983. In 1985 Gmez is elected as member of the House of Representatives for the constituency of Tolima and supported by the left-wing of the Liberal Party. Between 1989 and 1990 Mr. Gmez Mndez was the National Prosecutor of Colombia. Later, between 1991 and 1993, he was ambassador to Austria; when he back to Colombia in 1994, he was defeated as candidate to senator by a short margin. In 1997, Gmez Mndez was elected by the Supreme Court as the Attorney General of Colombia (1997-2001), make him a prominent political and public figure in the country. During his tenure as Attorney General, he could establish a serie of tools to make the human rights and the international humanitarian law an elemental issue on the judiciary system. Gmez Mndez was elected as Vicepresident of the Socialist International in 2008.
