Dear Sir: -- I have the honor of transmitting through you to the Board of Trustees of the Carnegie Institute my Twenty- second Annual Report as Director of the Carnegie Museum. I do not submit this report with feelings of great pride or satisfaction. The subtraction made in the annual appropriation of one-fifth of the amount received in previous years for the support of the Museum, in face of the increased cost of everything, has necessitated such steps, in order to close the fiscal year without running into debt, that this report is not one of progress, but of practical stationariness and of retrogression. It is impossible to carry on the work of this department of the Institute upon the limited resources which have been at our command during the past year and do justice either to the reasonable demands made upon us by the public or by our opportunities.
