The pilots to be appointed by the State Board of Harbor Commissioners from a list of qualified applicants recommended by the Chamber of Commerce of San Francisco, or, as an alternative measure, the business of piloting vessels in and out of the harbor should be thrown open to competition among pilots duly recommended by the Chamber of Commerce and licensed. Any vessel engaged in coasting, fishing, or foreign trade, the master of which has a pilot's license for the port of San Francisco, shall be exempt from pilotage dues, except as hereinafter provided, if no pilot is employed. Each vessel exempt from pilotage as above, and which fails when entering port to employ and pay for a pilot, shall, for each such entering, pay to the Harbor Board the sum of ten dollars ($10), which amount shall be placed in the Pilotage Fund. And any master in command of a coasting vessel who has entered and cleared at the port of San Francisco ten times or more shall be entitled to a pilot's license for the vessel he commands, provided he has all other qualifications required. The State Harbor Commissioners to fix the pilotage for actual service rendered at such uniform and equitable rates as will cover the cost of an efficient service. (Action deferred until word shall be received from the Governor of the State, to whom an inquiry was ordered sent asking information concerning charges and receipts under the Pilot Commission, and until the special committee called for on paragraph 5 shall have reported back the bill which it was instructed to prepare.) 5.
