Refusals must not be given to shippers except upon positive authority from the foreign freight agent, who must be advised of the quantity and duration of any refusal given. CONTRACTS AND ENGAGEMENTS. (9) Every contract or engagement in list le rcjiorted promptly by telegraph to the foreign freight agent, and, when so reported, the contract must be considered as positively binding upon the shipfiers, as the foreign freight agent will make it binding upon the ocean carrier, and any failure to deliver the merchandise at the proper time will involve the shipper in a claim for any loss the vessel may sustain in consequence of violation of contract. The name of the shipper must always le reported at the time contract is made. (10) Contracts made with steamship agents in the West must be immediately reported to the foreign freight agent, giving full particulars and asking for contract number which must be inserted in the bill of lading and manifest covering the shipment. This is necessary for the records of the foreign freight agent and to enable him to handle such contracts intelligently. (11) Contracts for bulk grain must not be closed except upon positive authority previously obtained from foreign freight agent. Contracts thus closed must conform in every particular to the authority given as to specific quantity, kind of grain, and date of shipment. No contract for any merchandise exceeding 100 tons must be accepted without specific authority frqm the foreign freight agent.
