Excerpt: ... understood in their common usage. When they admit of two senses, that sense must prevail which best conforms and carries out the object and purposes of the instrument. Guided and governed by these principles, our conclusions will be correct and just. I do not wish to be understood, nor do I claim, that the Constitution absolutely prohibits the House from passing upon and settling the Articles, but that it may or may not, as in its wisdom and discretion it sees proper. Nor will these proceedings furnish a precedent which future Legislatures will be bound to follow in this regard. The law can be repealed and the House resume the right to pass upon and adopt the Articles, but there it must stop. It cannot act further. The question is not whether it can, but must, to complete the impeachment. I am clearly of the opinion it is not necessary.
