In this connection, I desire to call particular attention to the encouragement given the men by the attendance of their commanding officers. The officers in command of the First and Fourth Regiments -f Infantry, and of, the First Regiment of Cavalry attended these competitions and the colonel commanding the Third Regiment was only prevented at the last moment by unavoidable circumstances. SEA CURT MATCHES. The State was represented at the Inter-State matches held at Sea Girt, New Jersey, in September, 1899. There were no matches held there in 1898. The State representatives in said matches would have equalled the remarkable showing made by this State in said matches in 1S97 but forthe fraud practiced in the Hilton Trophy Match, the story of which is best told in the language, of Captain W. W. Williamson (retired), team captain, and Lieutenant-Colonel Jordan F. Brooks (retired), vice team captain, as set out in their report to me, a copy of which is hereto attached. 1 particularly recommend that this report be published, because it shows beyond all peradventure, that the Georgia team was defrauded, and should, to any fair minded person, establish that fact beyond question, and justify the determination that so long as the Sea t-iirt matches are held under the management then in charge, Georgia cannot in justice to her self-respect, condescend to compete at said matches. It was on account of being actuated by this feeling that Georgia did not compete at Sea Girt this year. The scores made during the competitions at Savannah dearly show that Georgia could have won at Sea Girt this year. AMMUNITION. There should be at least 1,500 rounds of rifle-ball cartridges allow...
