Excerpt: ... I would therefore request that to-day, at the first meeting, you refrain from voting on this question, and I will formally state the reason why. The leaders of the silver party have affirmed in tbe press and in Parliament, in the Reichstag and in the ltussian House of Deputies, that the Commission is of a composition unfavorable to them. This assertion has been contradicted from the Government table. I should therefore desire that in this assembly every appearance of outvoting the representatives of the silver party be avoided, especially on a matter which, as you must all admit, is a purely formal one. I would therefore beg of you to adopt my suggestion that we discuss first the Lexis proposal, then the Koenigs proposal, and finally the Neustadt and Arendt proposals. I think that thereby we shall avoid the appearance of trying, by tactical measures, to prevent debate by those gentlemen who are the leaders of bimetallism. If no objection is raised--and I hear none--I assume that the gentlemen agree to this proposition. The question now arises, if we wish to begin with the deliberations on the Lexis proposal, shall we enter in medias res to-day and at once take up that proposal for discussion or shall we adjourn to-day's meeting and place the proposal on the next order of the day. The gentlemen are agreed that we begin at once the deliberation on the proposal of Dr. Lexis, and I request that he ask for the floor. PROPOSAL OF DR. LEXIS. 1. The thalers and 5-ninrk pieces 1 existing in the German Empire are to be retired and inelt-d down, and from the silver thus obtained 2% (or 2) mark pieces shall be coined at the ratio of 21 to 1 between silver and gold (that is to say, with a fine silver content of 18.8172 or 15.0538 grams), which shall be designated...
