Although not in the ascendancy, piracy is still a fact of life. There are reports of ships being raided by pirates, even to the extent of having their registration changed to suit the raiders who have been known to operate as a legitimate business. The narrative deals with the use of a new idea which is, in effect, not so new in regard to dealing with an enemy, of sorts, but the enemy is a new/old one -- new in his activity against the forces of law and order, but old in regard to his activity. He is not the swashbuckler of old legend, but he is just as big a menace and more modern equipment has been put to effective use -- the submarine.
