The Department of Texas was organized September 22, 1863. T i3 organization in this Department is small; but of the l-i,000 ex-soldiers residing in the State, it is probable that the present Commander, Governor Davis, will secure the adhesion to the Order of a majority. The Department of Vermont was organized July 6, 1868. This Dopar: ment, during the past eighteen months, has been more prosperous than before, but has not yet reached that strength which may properly be anticipated from the Green Mountain State. The present Department officers deserve great credit for their promptness in rendering reports and the payment of dues. The Department of Virginia was organized February 12, 1868. The Department is small in numbers, but the excellent management of its present officers has made it one of the most efficient. The Department of West Virginia was organized March 13, 1868. In 1869, the Department embraced some thirty Posts, but through the neglect of its officers the State is now without an organization. Several Posts of the State at present report direct to National Headquarters. The Department of Wisconsin was organized June 10, 1866. Under the old work, this Department embraced some seventy-eight Posts. The present Department is small, but the Commander promisestospare no'effort to re-establish its former prosperity. It would be useless for me to attempt to give the actual, or even an approximate, of the present membership of the Grand Army of the Republic, owing to the manner reports are rendered to National Headquarters by Department Commanders.
