Part of them has accordingly been received and part is still in arrear. We also duly apportioned and notified, in pursuance of the Acts, the additions to the ordinary maximum assessments consented to by certain Counties. We have in our Fifteenth and former Reports detailed the arrangements we had made with the Bank of Scotland and other Banks for Cash Credits or Loans on Security of the assessments for building, altering, and repairing Prisons in a number of the Counties, and the conditions and restrictions under which, in several instances, we had authorized County Boards to open an account with an Incorporated Bank relative to those funds. The form in which these transactions are arranged is fully described in our Fifth Report. In the course of last year three transactions of the kind were entered into. We opened a credit in our favour with the Bank of Scotland for building purpose in Lanarkshire to the extent of 1000, and another for building purposes in Renfrewshire, to the extent of 2755, in addition to the balance of 2657, 7s. 2d., due on the former credit account for the same purposes; and we closed the credit of 0000 formerly reported to have been granted to us by the Bank for building Prisons in Ayrshire, and opened a new account with the Bank for the same purposes, transferring to the debit thereof a balance of 4749, 1s. 4d. due to the Bank on the former credit. In May last, the Bank of Scotland intimated to us that Interest was to be charged on the credits granted by them for building Local Prisons at the rate of 5 per cent., including commission, from and after the 15th of May, and until further notic...
