The hope is expressed that a permanent American building be erected by the United States on the exposition grounds. Our relations with Germany continue to be most cordial, as evidenced by several acts of the German Empire. The hope is expressed that the two governments will act in common, so as to insure the purity and wholesoineness of all food products. To this end a joint commission of Investigation, named by both governments, is recommended. American life insurance companies have been admitted in Prussia and German companies have been readmitted to the State, of New York. The Caroline Islands have been ac-' quired by Germany, which is to protect American rights there. It Is hoped the negotiations between the United States and Canada over the Alaskan boundary will end in an agreement for a permanent boundary line. Taking up the matters connected with the Boer war, the President says the government has maintained an attitude of neutrality in the contest, on the ground that it was not of its direct concern. The good offices of the United States would have been tendered, had the parties to the war so requested, in the hope that the strife might have been averted. The United States Consul at Pretoria was empowered to look after British as well as American interests. OUR NEW POSSESSIONS. The Cuban and Porto Kican questions are carefully reviewed, but the matter has been fully reported in these pages from time to time during the year.
