The collection of papers in this book was written over the period 1989-92. Many of them are based on talks given on behalf of the International Federation of Red Cross and Red Crescent Societies. Part I draws together papers within the theme of relief and sustainable development, and covers such issues as disaster prevention and preparedness; research and training; institution building and changing attitudes to economic growth; structural adjustment; and development. Part II focuses on the theme of partnerships for development cooperation. It incorporates the "principles and rules" drawn up by the International Federation, as well as supplementary briefing materials and periodic working papers on the implementation record of these guidelines. Part III develops ideas about the "life cycle" of projects and raises questions about the appropriateness of technology, how to address basic needs, how to build up local capacities and how to ensure the humanitarian purposes of the Red Cross and Red Crescent infuse the design and operation of RC projects.
