The executive council, in the proposition which it presented, proposed, in lieu of the "open office guarantee," the following: "The question whether a department shall be union or non-union is not involved in this agreement. It is understood, however, that in cases where employers recognize and abide by local agreed conditions goveming wages, hours of labor and shop rules, any dispute embracing these subjects shall not be cause for strike, and shall be adjudicated under the provisions of this agreement." The agreement proposed by the typothetae also stipulated that "it is expressly agreed that during the life of this contract, fifty-four hours shall constitute a week's work," and that the contract cover a period of five years. The committees "agreed to disagree" on the open otiic: question, but at the same time the typothetae representatives were given to understand that no guarantee for a fifty-four hour week for five years, or even one year, would be given. The subject of forming an intemational arbitration agreement with the typothetae presents many complex questions which did not arise in the negotiations with the newspaper association. The antiunion office in the small town appears to have great influence in typothetae affairs. Anxiety on the part of the typothetae to obtain protection for the large non-unionist concerns could not be overcome by us at the New York meeting.
