Superintendent Witte: The paper we have just listened to, is one that brings up memories. Much of what has been referred to is now. of course, history, and can be allowed to stand on its own merits; while part of it is still active, and in the process of becoming. I occupy the unique position of being the only remaining member of the first circle of superintendents which met with the board of control, in the office of the Lieutenant Governor, some twenty-two years ago, and the reference to various matters brings to me memories to which attach deep feeling, and this of a most pleasant character. The success of the Board of Control of State Institutions, is of course primarily due to those who, in the first place, formulated the Board of Control Act, and who really "builded better than they knew."
