"Tony" Rand is an attorney and former Democratic member of the North Carolina General Assembly who represented the state's nineteenth Senate district from his appointment in 1981 until he unsuccessfully ran for Lieutenant Governor of North Carolina in 1988, and from 1995 until his resignation in 2009. His district included constituents in Bladen and Cumberland counties. A lawyer and consultant from Fayetteville, North Carolina, Rand served as Senate Majority Leader from 2001 through 2009. He was succeeded in the leadership post by Sen. Martin Nesbitt.
