Fort Dodge, Kan., July 1, 1916. Col. S. S. Martin, Commandant: Sir--Herewith I submit for your consideration my report of the transactions of the quartermaster's department for the fiscal year ending June 30, 1916. You will see by the appended tables that no fund has been overdrawn and a nice balance has been left in each fund that can be used in the construction of the much-needed addition to the hospital. When I assumed charge of this department, July 1, 1915, I found some of the funds exhausted and a number of outstanding accounts, amounting to $1783.94, for goods that had been used during the month of June, and as it is unlawful to pay bills contracted during one fiscal year from funds appropriated for the following year, these bills are still unpaid and will require a deficiency appropriation by the legislature to meet them. A few days after assuming charge I received notice that there was a shipment of coffee, amounting to 5000 pounds, for us on a June order, and also 1200 pounds of tea that...
