When the people are educated to understand these truths, and the State and county health boards are invested with compulsory power, then preventive medicine must and will become the medicine of the future. Of the 106 counties in the State, 85 have active and efficient health organizations, and the other counties are by no means indifferent or idle as to public health laws. Many of the frontier and newly-settled counties are vigilant and progressive in their efforts to advance sanitary measures, and thus promote public health, believing that thereby they insure the prosperity, development and happiness of the people. In the counties where there is indifference or inaction, it is the result either of opposition from the county officials, or the want of means to carry out any sanitary measures that would be issued and urged by those who are interested in this subject. We would call attention to the registration of physicians and midwives. While it is not as full and complete as desired, yet so far as it goes it is approximately correct, and of service. Already inquiries have been made from this and other States for facts tabulated in this registration, and in some instances it has been of material aid in the settlement of estates, and the corroboration of facts that could not otherwise be obtained. The compilation and synopses of the vital statistics for the years 1886 and 1887, while defective, contain features of interest and instruction. The importance of this department of labor is fully appreciated in every State where efforts are made for their compilation. Many important facts in reference to births, deaths and marriages are desired, and anxiously sought, in cases of litigation, identity, etc., ...
