The county court shall require the supervisor to keep on file in the county clerk's office a map of the road districts in the county, showing the boundaries of the districts by townships, range and section lines, and the location and length of the roads by sections, the districts to be numbered consecutively as far as practicable. The size of the districts shall be determined by the amount of work necessary to be done to keep the roads in good condition, and not by the number of miles of roads therein. Skc. 4. The supervisor of roads shall report to the county court, at the February term of each year, the condition of the roads in his county, indicating the parts of the different roads that need special work in the way of culverts, bridgse, .draining, grading or graveling or macadamizing, and such parts of any road as may be improved by changing the location thereof so as to secure a better grade or material for making a better road-bed, and giving the probable cost of such ohange of location or special work. If the court shall be of the opinion that such special work or change of location is necessary, they may order such special work done or change of grade made, provided the means at the disposal of the court will justify it. Sbc. 5. The county court, at the February term of each year, after having considered the report of the supervisor, made under the provisions of the next preceding section, shall provide for the working, repairing and improving of all the public roads in the county, by districts, or as iiiay be otherwise provided, for one year from the first day of April following, and shall, by order of record, direct the superv sor of roads to enter into contracts in writing with s...
