In any county of the state of New York, having a population of less than two hundred thousand adjacent to a city of the first class, having a population of over three million there is hereby created an appointing board to consist of the county judge, the county clerk and the county comptroller, to be known as " The (here shall be inserted the name of the county in and for which such appointing board shall act) County Board " for the appointment of a county mosquito extermination commission, as hereinafter provided.
