This report considers the impact of Information and Communication Technologies (ICTs) on social care and social housing providers and on the people using their services. It explores the extent to which service providers are considering using ICTs as a means by which individuals can apply for their services and to provide information about their services. It also examines whether service providers and commissioners are considering using ICTs as a means of service delivery. Based on interviews with older people with health and social care needs, excluded and vulnerable young people, people with mental health problems and disabled people, the report considers how people who might be expected to apply for services and perhaps experience service delivery via ICTs, feel about this transition. This publication informs several debates, including the increasing emphasis on the use of ICTs within central government as a means of managing the costs of the welfare state.
